The top one is and interface card for attaching a PC to a Hitachi H2000 extension rack. The second one is a water meter for a multi-tenancy building which recorded individual water use and had battery backup power.
It is usually uneconomical to produce such electronics in small numbers, around 5 - 20 units. However, this is totally dependant on your circumstances. Sometimes just one unit is needed, and is more economical to develop a simple specialized circuit than buy an expensive system off the shelf that is simply over-kill. This may also be useful for testing and development.
For producing larger numbers of units, the circuit designs can easily be sent to electronics manufacturers (often overseas) for low cost-per-unit production.
